How to create the work flow for send the mail to purchasing group after final release of PO

Dear All,

I am new to work flow.

We have 3 levels of PO approvals.

My requirement is after final level(3rd level) of PO released, the intimation mail should send to corresponding Purchasing group.

Can you please provide the step by steps elaborately?
