Work item is going to Workflow initiator in case of Position ID is not maintained in PPOM

Hi all,

Work item is going to workflow initiator in case of position is not maintained in PPOM. workflow initiator is not even possible agent of that task(dialogue step). Can any one tell why the system is behaving in this way.
