Pr not going to next approvar

Dear experts

I have 3 level of PR Release Strategies.

Once 1st level approves the PR, its not going to 2nd approver in his SBWP

if i create PR with 1 approval, the process is not getting completed. i.e. once the PR is approved, the status remains 'in process' rather than 'completed

This is PR accepted by 1st approval authority. but its still in his SBWP

This shows that 1st level approved it

Please help! Its on QAS which is not CHANGEABLE.

I checked swu3, its fine. SWU_obuf also have been used
