Sending Email to multiple People

Dear Gurus,

Can anyone tell how can i send email through workflow to multiple people? I have a workflow scenario in which i need to send email to applicant, supervisor and head after approval . TO applicant, email can be set through WF initiator but how can i send email to Head? Can i apply rule in email? i can't see rule option in email , that what are the other ways to do this?
