The correct client to develop workflow

Hi All,

I am new to workflow and now alone in a project without any workflow expert.

Can i know that is there any common rule or standard to tell that which suitable client (Golden client or technical development client) to develop workflow?

Now in my project, in DEV, we have 2 clients:

1) Golden client for functional configuration (100)

2) Development/Unit Test client for ABAP development and unit test (200) - it is locked and not allow for configuration plus table maintenance

My project manager was initially asked me to setup and develop workflow in client 200.

But I hit problem due to I can't do the workflow configuration, etc.

So should we develop workflow in client 100 (but i need to develop custom object with abap coding)?

Or open the configuration in client 200 and continue to develop workflow in client 200?
