Possible agents for a task

Hi,

I have created new rule to get the required agents for a task. When changes moved to production, Initially responsibilities ( agents) are not added to

the newly created rule.

So when workflow triggered, its resulted with no agent found BUT its picking the approvers randomly and sending the workitem.

When I analysed the log, I found check box for terminate if rule resolution without result is unchecked.

So its not resulted in error ( no agent found - green). I would like to know how its picking some random agents? for each workflow, it sending to different persons.
