Send emails to Outlook email

Hi Experts,

We have a business functionality to trigger a outlook email to corresponding QA and Plant Manager ("TO") when the Quality Notification is created.

There are also other people who needs to be notified via Outlook email ("Cc") when the Quality notification is created.

My question is where/how do we define which emails goes to "TO" and which ones "Cc" in the business object/workflow builder.
