read or unread documents deletion or moving in users inbox

Hi Experts,

How can an administrator delete or move( into thrash folder of the user's inbox) Unread documents and documents from another user's Business workplace? 

documents or unread documents will have ID's?? can find in log??

Generally users have option that 'delete' or 'move' ,if they right click on that document. But in the production system one user is not having those options though all authourisations given to him.(sap_all and sap_new). but some users are having those options in prd system.

Kindly let me know how can we enable those options to that user.

or how can workflow administrator can move or delete those document from that user's inbox.
