Deal workflow of Employee leaving the company

Hi Guys,

I have a requirement where employee left the company. I need permanent solution to route workflow items of this employee to another employee and delete this employee ID from SAP environment. One of our Abap guys told that making a permanent substitute to the left employee is not a solution. Please suggest
