Multiple Approvers at a level for PR Release

Hi,

I'm having requirement in which PR release has 7 levels and after PR released in First level 5 concurrent release codes will be triggered from Relasese strategy configurations.

Workflow is triggered for each level to the approver using Rule AC20000026.

Afterl PR is released for L1, 5 different Approvers will be receiving different work items.

Once any one release the PR the workitem is released from other 4 approver's inbox. But my requirement is that all the approvers should be able to release the PR.

I'm assuming that this is because of the terminating event at the task level for workitem 20000159.

Could you please help me regadring this.
