Approvers not visible at release strategy

For a PO we are following a release strategy with 5 levels of release, when the user is trying to release at level5 the approver is not visible. I have checked the release group and the user who is supposed to be visible also have similar release group and the validity period is also in the range. Could you please suggest asap ...
