WS20000035 Work item will be not created for several users

Hi

I'am using Standard Work flow WS20000035 with task TS200000068 and rule AC000000172 and would like to create several Work items if in QM01 a new notification is created. Partner determination determine for excample 2 Coordinators (Change Manager) and for all Coordinators a Work item needs to be created. But it will be only for the first Coordinator in the list. Is there a possibility to set up that it works for all Coordinators or is there an other Workflow I can use?
