Implement Workflow - SD Quotation VA21

Hello Experts,

I am trying to implement SD Quotation approval, but there is no releasing procedure like MM module. I tried to use BUS2031 but inside there is an method CustomerQuotation.Confirm  is available and inside this method calling the FM 'RV_CONFIRM_OPT_VBAK' but again will be for sales order approval it seems.

Whenever the Quotation being created then the document will be blocked then workflow is needs for unblock.  Is there any other methods are available? So how to achieve my scenario.
